G.O.MS.No. 8 Date:13.11.2014 Telangana Govt has fixed the Annual Income Ceiling for determining the Creamy Layer in Telangana State is fixed at Rs.6 Lakh. Details of the Govt Order are given below.

ORDER :
  1. Whereas, the Government of India, Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, New Delhi vide reference first read above have issued orders regarding criteria in civil posts and services under the Government of India. Following the Supreme Court Judgment in Indira Sawhney and others Vs. Union of India and others case (Writ Petition (Civil) No.930 of 1990) the expert Committee appointed by Government of India recommended the criteria for exclusion of the Socially advanced persons/sections from the benefit of reservations for Other Backward Classes in civil posts and services under Government of India. Consequently, certain instructions were issued vide Memo.Dt.13.08.1990. The Government of India vide references 3rd, 5th and 6th read above raised the annual limit from Rs.1.00 lakh to Rs.6.00 lakh for determining the creamy layer amongst the Other Backward Classes. 
  2. 2. And whereas in the reference 4th and 7th read above, the State of Andhra Pradesh have adapted all the criteria as fixed by the Government of India. 
  3. 3. And whereas, it has become necessary to adapt the criteria for reservation for socially and educationally backward classes in Civil Posts and services under the Government of India and ceiling limit of income per annum for determining the Creamy layer among the Backward Classes, for the State of Telangana.
  4. 4. Now, therefore, in exercise of the powers conferred by section 101 of the Andhra Pradesh Re-organisation Act, 2014 (Central Act No.6 of 2014), the Government of Telangana hereby makes the following order, namely:-

Government of Telangana, hereby adapt all the criteria to determine the creamy layer among Backward Classes and the annual income ceiling limit as fixed by the Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, Government of India vide reference 1st, 3rd and 6th read above and as adapted by the Government of undivided Andhra Pradesh vide reference 4th and 7th read above, as Rs.6.00 lakh per annum for determining the Creamy layer among the Backward Classes’’.
