Rc.No.323/RVM(SSA)/C4/2013, Dated:18.04.2013 - Rationalization of teachers in Primary and Upper Primary Schools
DSE instructions vide Rc.323 as follows:
as per section 19(1) of the RTE Act, all schools shall fulfill the norms and standards within a period of 3 years from the date of commencement of the Act. Accordingly Government issued orders vide reference cited to effect the rationalization of staff every year before the commencement of academic year.
In view of this, an exercise has been done at state level based on U-DISE data 2012- 13 for rationalization of teachers. Since teachers are not provided to the Primary Schools having less than 10 children, arrangements have to be made to enroll them in nearby schools, residential schools or transport to nearby schools.
The Secondary Grade Teachers posts in High Schools are considered for shifting to needy Primary Schools. The surplus posts so identified are adjusted in the needy schools based on the enrolment so as to utilize the available human resources in a meaningful manner.
Accordingly school wise details of posts to be adjusted is prepared and annexed to this letter. The required guidelines for shifting of posts will be communicated by Commissioner& Director of School Education in due course.
Meanwhile, I request you to get the details verified and inform if there are any discrepancies noticed in the data of sanctioned posts, schools, parallel medium schools etc., by 25th April, 2013 in the format enclosed. The final data will be furnished to effect rationalization duly correcting the discrepancies.
