Rc.No.2458/D1-4/2012 Dated: 22.04.2013-Relieve the Teachers working on deputation in the District Educational Offices
As per RTE Act – 25(2) “For the purpose of maintaining the Pupil-Teacher Ratio under sub-section(i) no teacher “For the purpose of maintaining the Pupil-Teacher Ratio under sub-section(i) no teacher posted in a school shall be made to service in any other school or office or deployed for any non-educational purpose, other than those specified in Section 27”.
As per RTE Act-27 – read as “No Teacher shall be deployed for any non- educational purpose” other than the decennial population census, disaster relief duties or deputed relating to elections to the local authority or State Legislators or Parliament”.
Further they are informed that, the Commissioner & Director of School Education, AP Hyd., observed that, in-spite of above instructions, the some of the teachers are still working in the district offices/Mandal Educational Officer Offices deputation basis and claiming salary from school point. Therefore, all the District Educational Officers/RJDSEs/POs RVM in the state are once again instructed, “no teacher should not work on deputation basis in any office for any non-educational purpose”, such teachers should be relieved immediately otherwise the action will be initiated against the concerned and the matter will be viewed seriously.
Further, the District Educational Officers/RJDSEs/POs RVM are informed that, if any deputation on foreign service terms and conditions are required, the necessary proposals with justification shall be sent to the Commissioner and Director of School Education, AP Hyderabad for necessary orders and also follow
the following:

- 1) All the teachers who are working on deputation and drawing salary at school point should be relieve and to get back to school by last working day.
- 2) The DEOs/RJDSEs/POs RVM are requested to issue instructions to MEOs not to draw salary unless the teacher works in the school.
- 2) The District Educational Officers should list out the teachers who are working in institutions like MCR HRD etc., and report.
- 3) Any intake in RVM also should be only on Foreign Service terms as per FR and ie., salary to be paid RVM only.
